Doubtful. This phenomenon is far too common. While undular bore waves CAN be created artificially (i.e. by boats on the water), the majority seem to be naturally occuring. A similar phenomenon has been studied on the Martian surface. If these ARE an indication of manufactured weather, perhaps we have found our proof of intelligent life on Mars.
can you post a link? I googled it and I dont see where the question is going. Or how they are related.
